Assess eligibility and funding together
The notice lists eligible industry applicants including Taiwan-registered sole proprietorships, partnerships, limited partnerships and companies, as well as organizations registered or licensed under the Waste Disposal Act. Official grant announcement
The handbook also requires an industry applicant not to be listed as a dishonoured account by a bank and to have positive net worth in its latest financial year. It excludes Taiwan branches of foreign for-profit businesses, branches of limited partnerships and mainland-invested enterprises. A commercialization-development proposal must include a preliminary feasibility analysis and existing experimental results with supporting evidence. Turn existing results into a verifiable plan
The following is proposal-preparation advice, not an additional official application threshold. Organize materials into existing test records, the next validation method and the budget for each work item.
For a recycled-material application, for example, existing records can identify material sources, batches and test conditions. The next stage can specify the product or process to be tested, quality indicators for comparison and the person responsible for original records. If customer approval for testing or site access is pending, list it as an open item rather than describing an intention as a confirmed project condition.
Link each budget line to the work: what it pays for, who will perform it and when payment is due. Finance can then assess matching-fund capacity while technical staff confirm that the budget can support the planned validation.
Confirm a discrepancy before submission
The handbook says applicants must complete the BAF system entry, download the detailed budget form and prepare paper documents. Registered mail is judged by the postmark; other delivery methods are judged by arrival at the designated location. Page 9 specifies six proposal copies, while page 10 specifies ten.
