Publishing a reporting mailbox is only the beginning. Organizations need to decide who can access a report, whether it should be escalated, and how to prevent referral to someone with a conflict of interest. Review the process from intake through assessment, handling, and closure.
Who may need this and when
Organizations with a reporting channel but no handling workflow, or those combining group, compliance, and HR complaint mechanisms, can review channel use and response. Multi-site or multilingual channels also need a clear route to the right contact.
Common business challenges
Reports may be sent to the manager named in the allegation, forwarded widely to find an owner, or closed without checking whether the reporter faced retaliation. General service complaints and misconduct reports also need triage; placing everything in one inbox is not a complete process.
Approach and applicable requirements
ISO 37002:2021 is guidance for whistleblowing management based on trust, impartiality, and protection. It covers receiving, assessing, addressing, and concluding reports and can operate independently or integrate with an existing management system. Using the guidance is not a commitment to investigate individual cases or provide certification. See the ISO overview.
Possible project scope, subject to agreement:
- Channels and minimum information: define who may report, how instructions are provided, and what information intake requires, avoiding over-collection and uncontrolled forwarding.
- Triage, urgency, and recusal: set case categories, initial assessment, and escalation responsibilities, including an alternate path for allegations involving senior leaders or case handlers.
- Protection, handling, and closure: review information access, confidentiality, and anti-retaliation measures; agree on specialist referral, response content, and retention, then connect findings to system improvement.
Support and work stages
- Review current entry points, notices, intake, and follow-up handling.
- Map case categories and permissions with management and compliance contacts, including assignment, approval, recusal, and protection.
- Test hypothetical cases without real identities to identify broken escalation paths or excessive information exposure.
- Define closure, training, retention, and review so system improvements remain traceable after a case closes.
Possible deliverables include a channel and notice checklist, triage map, permissions and recusal matrix, scenario exercise, and closure-record format. Confirm who may access what information at each stage.
Information to prepare
- Reporting channels, user notices, and response guidance.
- Intake, approval, recusal, and escalation responsibilities.
- Confidentiality, protection, retention, and closure procedures.
- De-identified process issues or hypothetical cases.
Start with an information index and de-identified examples. Share project data only after purpose, access, and retention are agreed.
Schedule and fees
Effort depends on channels, languages, governance levels, and scenarios. Platform development, external intake services, case investigations, and legal representation require separate scope and are not assumed.
Frequently asked questions
Is an anonymous mailbox enough?
The organization also needs intake, assessment, handling, and protection arrangements, and staff must know how to activate them.
Should every complaint use the whistleblowing process?
Triage by nature. Refer appropriate matters to existing complaint or service processes while limiting information sharing.
Can identity confidentiality be guaranteed in every case?
Explain confidentiality measures and their conditions accurately; avoid absolute promises that cannot be ensured.
What if a report concerns a manager?
Agree in advance on recusal and escalation routes so the person named cannot control the handling.
Does this service include direct case investigation?
This scope covers system design and scenario testing. Actual investigations require separate confirmation of authority, competence, and legal arrangements.
Can it integrate with anti-bribery and compliance systems?
Appropriate channels can be shared, while protection, information access, and case triage responsibilities remain clear.
